Raising the Bar: 
MDA's Flight Proficiency Accreditation Program

MDA has adopted standardized flight proficiency benchmarks designed specifically for public safety UAS operations. Members can access the full flight proficiency standards and training materials by logging into the members section of the website. There, you’ll also find links to complete the online components of the Flight Skills 1 - 5 courses. Certified proctors will be trained to administer Level 1 and Level 2 courses, which are the only MDA-accredited standards due to their consistent structure and measurable benchmarks. While Levels 3–5 offer valuable advanced scenarios, proctors will instead be shown best practices for setup and delivery, as these levels vary based on terrain, agency needs, and operational focus.

To support consistent implementation, we’ve launched a statewide program to train and credential proctors; experienced pilots who return to their home agencies equipped to administer and uphold these standards locally. Proctor certifications are valid for two years and can be renewed by completing a short online refresher and attending a regional event for final sign-off.
